Yes right.

A backlink can be a one-way link, or a reciprocal link (there are also three-way linking strategies...).

If the link is a one-way link, then it means that it is leading to your site although you don't link back (you can get one-way links by doing some blogging, submitting articles, submitting your site(s) to directories that do not ask for a reciprocal link etc...).

If you are exchanging links with other related sites to increase your SERPs and organic traffic, then both sites will place a reciprocal link on their links page.
